Consac srl, the waste collection service in the Chieti area, is experimenting Partitalia’s waste RFID technology, in order to arrive at the application of the PAYT tariff. Thanks to the use of the wearable device Discovery Mobile, waste collection in Miglianico has reached 83%.
There are many Italian municipalities that have responded to the adjustment of the Pay As You Throw waste tariff (PAYT), following the Ministerial Decree of April 20, 2017, a regulation aimed at establishing the criteria to be followed in the area of waste collection. In detail, the law dictates the rules for municipalities to implement: systems of punctual measurement of the amount of waste delivered by users and management systems related to the criteria for sharing the cost of the service according to its function.
To implement these guidelines, municipalities often rely on local consortia that manage environmental services.
Consac Ltd and the Partitalia’s RFID wristband test
Among them, in Abruzzo, in the province of Chieti, we met with Venturino Liberato, waste collection service manager of Consac Ltd, a company that is the operational arm of the "Chietino RSU Consortium," which includes 20 municipalities. Specifically, Consac srl manages the urban hygiene and ancillary environmental services of sixteen municipalities that are part of the consortium.
This company, which has been active in the environmental field for several years, has been actively working on experimentation for some time now to arrive at a punctual tariff for collected undifferentiated waste.
Among the localities involved is the municipality of Miglianico where, in 2018, the project to measure waste using Partitalia's RFID bracelet was launched.
How does Partitalia's wearable device work?
Looking at the details of operation, already at the experimental level, "Discovery Mobile" is proving to be an intuitive wearable device to use, as well as useful in defining project goals and is described by Venturino Liberato as follows: «At the operational level in using the readers, we have not encountered any problems, and even at the level of training toward operators, it is a very simple and functional system. Since it has been a few months since the system was started, we have already had very good results and have seen and experienced a major decrease in the production of mixed waste».
In addition to this, it should be added that the reduction of undifferentiated waste is in accordance with what the "Pay for what you throw away" principle states, which follows the DM of 2017 and therefore also European legislation. And just in the specific case of the municipality of Miglianico, Antonio Palombaro, Councillor for the Environment of the Municipality of Miglianico, states: «Thanks to RFID technology, recycling collection has been increased to 83%».
A percentage that testifies to how the application of RFID technology to waste collection can improve processes and operational results. Confirming this, adopting the fairest strategy to distribute the costs of collection and disposal allows for a more efficient arrival at the timely waste tariff.
